A useful movement record answers three questions fast: which cattle moved, when they moved, and where they went. Test that answer on an ordinary day—before an investigation or quarantine makes every missing timestamp expensive.

The short answer

Traceability works only when identity, location, and time agree.

USDA defines animal disease traceability as knowing where diseased and at-risk animals are, where they have been, and when they were there. Official identification and certificates remain the authoritative records. A feedlot movement audit checks whether receiving, processing, pen, hospital, and shipping records can tell one consistent story—and whether reviewable field evidence can help the crew resolve exceptions without replacing that system of record.

Why this matters now

Movement controls turn ordinary record gaps into urgent questions.

Current New World screwworm guidance is a concrete example. USDA’s continuity-of-business documents call for inspection, certificates, origin and destination information, animal or group identification, and movement dates for covered animals leaving an infested zone. The exact rules depend on the disease, jurisdiction, cattle class, and official direction; this article is an operations-readiness drill, not regulatory or veterinary advice.

The broader lesson is durable. Recent U.S. modeling found that improved contact tracing can change the size and duration of simulated cattle-disease outbreaks, while incomplete records delay or prevent a trace. A feedlot does not control the outbreak rules. It can control how quickly its own team produces a clean, time-ordered account of cattle movement.

What was the expected origin, destination, head count, crew action, and completion time?

Which count mismatch, gate event, hospital pull, return, death, or unplanned move needs review?

Evidence

Can the team retrieve the source record and the relevant visual window without rebuilding the day from memory?

The goal is not a new parallel database. It is a repeatable reconciliation process: compare the expected move with the observed result, surface the disagreement, and send the crew to the smallest useful review window.

Readiness drill

Reconstruct one lot before lunch.

    Choose one recent lot or load and one ordinary 24-hour period. Do not wait for an emergency.

    Export the receiving record, processing IDs, current pen roster, treatment or hospital movements, and shipping records for that period.

    Build a time-ordered movement list with origin, destination, expected head count, recorded head count, operator action, and source system.

  4. 4

    Ask a second person to reconstruct the same path without verbal help from the person who created the records.

  5. 5

    Mark every missing timestamp, duplicate ID, count disagreement, undocumented gate event, or uncertain pen destination as an exception.

    Resolve the exception in the system of record and retain the evidence used. Record what cannot be resolved instead of inventing certainty.

Where cameras fit

Visual evidence is an exception layer, not official identification.

It does not diagnose disease, issue movement permits, replace an accredited veterinarian, or turn an uncertain animal into a confirmed identity. EID/RFID, official documents, processing records, and the feedlot’s chosen system remain authoritative. Camera evidence is useful because it gives the people responsible for cattle something specific to review when those records disagree.

For a bounded commercial pilot, define the pens and gates in scope, the expected event feed, the exception categories, the review time target, and the acceptance criteria before installation. “Never lose an animal” is the north star; honest exception handling is the operating discipline.
